Kollar-Kotelly Throws out 15 of 19 Campaign Finance Laws

The same judge who threw out the Microsoft break-up ruling, and
backed the feds
in the Gitmo case today
issued a 157-page ruling today which rejects 15 of 19 of the campaign finance law passed by Congress and signed into law by President Bush two years ago. The ruling does not affect the law's key provision, prohibiting large donations to political parties, known as "soft money", but does seem to create some uncertainty for political fund-raising, with only six weeks to go until the elections.

coming from Japan, where the Kyoto protocol on Greenhouse Emissions was born in 1997. It seems that the Japanese aren't going to be able to meet their emissions targets specified in the agreement in time. Indeed, unless they buy a "large quantity" of emissions credits from other countries, they're not going to be able to meet their commitment at all.
Taishi Sugiyama, a climate expert at the Central Research Institute of Electric Power Industry in Japan, said emissions were rising 1 per cent a year due to a larger-than-expected impact from vehicles and households. That made it impossible to cut real domestic emissions by the required 16 per cent within a few years, he said.
Is this the last nail in the coffin for the Kyoto protocol? And if so, which way do we go when it's buried? Was GWB right to pull out, and where will John Kerry take us, in either case?

John Kerry's Voting Record - 1988

To become more familiar with John Kerry's Senate voting record, I've written up a little Perl script to parse the output from his voting record as given by
Project Vote Smart, and produce a formatted single page for each year that he has been in the Senate. The Project Vote Smart pages are extremely informative and helpful, but they don't provide a comprehensive year-by-year view like this, so one is forced to click several links to get to the information for each and every vote.
What follows is the first of several diaries which will provide this information on a year-by-year basis. This first entry gives John Kerry's voting record for 1988, the first year where his record in the Senate is kept by Vote Smart, and a very active year indeed. Kerry has served in the US Senate from 1984 to the present.

More on Active Duty Military Attending the RNC

recent report
filed by the Associated Press contained a startling bit of information:
About 15 percent of the 4,800-plus delegates and alternates to the convention in New York are veterans, organizers said Monday. An additional 3 percent are active military personnel.
This report was
displayed prominently
on the Republican National Committee's website, and
lauded gleefully
by the fine folks at Free Republic, among others
As it turns out though, and as
mentioned by Kos here,
it's actually not such a good thing to have active-duty military anywhere near a political convention - if you value your democracy. In fact, up until just a few days before the convention, it was quite illegal for active-duty military even to attend. And yet, there it was in black and white. Active duty military members were not only attending, but participating as delegates in the RNC. How could this happen?
